Shell Procurement Executive in Singapore, Singapore

The Procurement Executive will develop sourcing strategies and tactics based on a deep understanding of the current situation of the business, the business strategy and drivers, the local supplier market, and global strategies. The commercial lead enables stakeholders in the Supply Chain to understand the intent of contracts, optimise the use of contracts, manage Contract(or)s for performance and remove waste.

What’s the role?

This role provides the candidate opportunity to manage and lead the execution of the complete Category Management & Contracting Process (CMCP) including Contract Strategy, Tactics and Contract Management activities in third-party services, e.g., catalyst handling/recovery, toxic waste management, and support other key services contracts in engineering, maintenances, and services (EMS), Turn Arounds (TA) within Shell Jurong Island.

More specifically, your role will include:

  • Designing and improving with business partners the assigned supply chains, starting with inhouse/outsource choices and (re)designs, the contracting strategy and commercial tactics and post award contract management.

  • Building and maintaining strong network in the market, being fully aware of supplier developments and opportunities coming up in the market.

  • Applying the CMCP process and Contracting & Procurement (CP) operations practices while focusing on contribution to the business drivers and not compromising on compliance for Health Safety Security & Environment and Social Performance, Ethics & Compliance, Code of Conduct, Laws and regulations.

  • Understanding the changes in the business, business drivers and external environment and triggering adjustment of supply chain end to end processes, category strategies and contracts.

  • Managing relationships across the end-to-end supply chain for the assigned categories and ensuring that stakeholders understand the intent of the contract and work together to achieve the desired business outcomes.

  • Determining the right remuneration model (e.g., output-based contract) to encourage the right behaviors and expectations from suppliers to optimize alignment of supply chain and asset delivery.

  • Driving total cost reductions and value beyond ‘the usual’. Identifying opportunities in the contract portfolio to create more value and/or to eliminate waste.

  • Driving continuous improvement by replicating game changer improvements and recommended practices. Facilitating discussions on process performance and inefficiencies.

  • Conducting tenders evaluate bids & drive negotiations with Suppliers in line with CMCP guidance and in close collaboration with the business.

  • Proactively identifying & understanding procurement needs from internal stakeholders and proposing competitive solutions for the end-to-end Supply Chain.

  • Ensuring integrated ways of working with business and suppliers.

  • Managing Supplier Relationship effectively and collaboratively drive continuous performance improvement via relevant contract key metrics (e.g., Health Safety Security & Environment, Operations, Cost). This would involve constructively challenging the Suppliers in terms of the contract delivery and performance as well.

  • Building and maintaining strong network in the market, being fully aware of supplier developments and opportunities coming up in the market.

  • Ensuring strong connect across the wider Contracting & Procurement (CP) Organization within Shell to ensure continuous cross sharing and leverage of best practices.

  • Leading all contracting related activities for catalyst related services and toxic waste management and support EMS and TA Key Services in Shell Jurong Island.

What we need from you

We are keen to hear from candidates who have a Bachelor’s degree in Business or Engineering with working experience in contract negotiations & tender evaluation. Beyond that, we’d hope to see as many of the following on your CV:

  • 3-5 years working experience in managing oil & gas projects in downstream/upstream.

  • Preferably with comprehensive experience within Contracting & Procurement (CP).

  • MCIPS (Chartered Institute of Procurement & Supply) Qualification would be preferred.

  • Proven track record of execution excellence & delivering results.

  • Ability to adjust global strategies to the current situation of the local business and market conditions.

  • Strong and Proven Interpersonal, Influencing & Stakeholder Management Skills. Someone who is able influence stakeholders (Business, CP, Suppliers) to work together in an integrated way and manage supplier relationships.

  • Ability to perform contract management (including post contract process steps) and manage multiple workstreams at the same time.

  • Understand the business, the end-to-end process in the Supply Chain. Someone who can communicate in business language and translate strategy to tangible and valuable outcomes for the local business.

  • Uncompromising on HSSE, ethics & compliance

  • Continuous improvement and simplification mindset that can look ahead, think strategically while focusing on day-to-day delivery.

  • Highly driven, ‘can do’, inspiring, able to articulate in a crisp and precise manner.

  • Has attention for detail.
